Transforming Fulton and Elliott-Chelsea Houses marks a pivotal moment in New York City, reshaping community living and setting a new standard for public housing. This historic partnership between residents, NYCHA, Essence Development, and Related Companies, focuses on rebuilding and revitalizing each campus. With sustainability, safety, and inclusivity at its core, this proposed project is designed to meet the needs of current and future generations at Fulton and Elliott-Chelsea, including:
100% replacement of 2,056 NYCHA apartments with brand-new in modern buildings
New apartments for existing NYCHA residents guaranteed, with full Section 8 protections and no changes to rent calculations
Brand new community facilities and state-of-the-art amenities
A phased construction plan to minimize disruption to current residents and neighborhood
A comprehensive "Bridge Plan" for immediate repairs, improving safety and enhancing living conditions starting this year
Upon completion of the new NYCHA buildings, additional residential buildings will be constructed, creating thousands of new affordable and market rate apartments

NYCHA PACT Program
Permanent Affordability Commitment Together (PACT)is a program that allows NYCHA to unlock funding to complete comprehensive repairs or build new, modern homes at NYCHA properties. Through PACT, developments are included in the federal Rental Assistance Demonstration (RAD) and transition to a more stable, federally funded program called Project Based Section 8. PACT ensures that homes remain permanently affordable and resident rights are fully preserved.
